New U.S. Department of Labor Office to Streamline Employment-Based Immigration

On June 23, 2025, the U.S. Department of Labor (DOL) announced the creation of the Office of Immigration Policy (OIP) within the Office of the Secretary. This new office will strengthen the Department’s ability to coordinate and oversee employment-based immigration programs and policies under the Immigration and Nationality Act (INA).

For years, the DOL has played a key role in ensuring U.S. employers have access to a qualified workforce while protecting the wages and working conditions of both domestic and foreign workers. As more businesses turn to legal pathways such as H-2A, H-2B, and employment-based green card programs, the OIP will serve as a central hub for strategy, policy, and coordination.

What the OIP Will Do

  • Strategic Oversight – Manage funding and resources for immigration-related work across the Department.
  • Policy Direction – Set priorities and oversee implementation in partnership with existing DOL agencies.
  • Program Improvements – Monitor foreign labor certification activities to improve access to visa programs, boost efficiency, and apply the latest technology.
  • Federal Coordination – Work with the Departments of Homeland Security, State, and Agriculture to ensure smooth operations.
  • Stakeholder Engagement – Communicate with Congress, the press, and industry leaders about program updates and progress.

What This Means for Employers

The creation of the OIP signals a stronger federal focus on streamlining and strengthening employment-based visa programs. Employers who rely on foreign labor—whether seasonal, temporary, or permanent—may benefit from:

  • More efficient processing of applications.
  • Clearer policies and improved communication.
  • Better inter-agency coordination to avoid delays.
